    The Challenge

    Staff in schools, colleges and universities need to contact students and parents, often at short notice — a trip running late, an absence to chase, a placement to check, a welfare concern that cannot wait until morning. When that moment arrives, the phone in their pocket is usually the only one to hand.

    Every institution has already written a rule about this. Keeping Children Safe in Education requires schools and colleges to maintain a staff behaviour policy covering acceptable use of technologies, including mobile devices, and communications between staff and pupils. The policy is rarely the problem. The problem is that staff have no practical alternative to their own number, so personal numbers get used, personal numbers get saved, and the contact that matters most happens on a channel the institution cannot see. Treating every business call as a governed communication is the gap.

    A head of year needs to reach a parent about a welfare concern at seven in the evening. She calls from her own phone, but the parent sees the school's number. The call appears in the school's communication record alongside every other attempt made that day. The next morning, the designated safeguarding lead can see who tried to make contact, when, and how many times — without anyone having disclosed a personal mobile number, and without the head of year remaining reachable on that number for the rest of the year.
